Sanctioned load is the DISCO cap on your solar size.
Sanctioned load is the kW the DISCO agreed to supply your meter. It is printed on the bill. Net-billing plant size cannot exceed it (and cannot exceed 1 MW anyway).

A 5 kW sanctioned house cannot legally file 10 kW. Shops still quote 10 kW “for future AC.” That future is a load-increase file, fees, maybe 3-phase, then solar.

Some print kVA. Power factor makes them differ. Ask the circle office how they cap solar.
Does hybrid without export care?
The DISCO cap is for the file. A non-export hybrid can still exist — illegally exporting is a different sin.
